Chevron Namibia Exploration Limited II (CNEL) is considering is considering initiating an offshore oil and gas exploration activities within the Walvis Basin, located 72-300 km off the coast of Namibia. This area, known as Petroleum Exploration License (PEL) 82, includes two blocks, namely: 2112B and 2212A.
The exploration project is being considered in the 2026/2027 timeframe, in a location called the Gemsbok prospect. Based on the results of this initial well, it may be followed by an appraisal well. Additional drilling campaigns of up to 3 to 4 wells could potentially start from late 2027 to 2028 over a 3-to-5 year period for a total of up to 10 wells (exploration or appraisal). These activities are part of a broader effort to understand whether there are commercially viable oil and gas resources in the area.
The potential activities trigger several listed activities under the Environmental Impact Assessment (EIA) Regulations of 2012 and as such requires an Environmental Clearance Certificate (ECC) prior to commencement. CNEL has appointed Environmental Resources Management (ERM) as the independent Environmental Assessment Practitioner (EAP) to manage the ECC application and undertake the Scoping and EIA process for the proposed development and production activities, collectively referred to as the Environmental and Social Impact Assessment (ESIA) process. ERM is supported by Namibian consultancy Urban Dynamics Africa (Pty) Ltd, which is responsible for managing stakeholder engagement.
CNEL is now applying for an ECC to undertake exploration activities within PEL 82. Notice is hereby given, in accordance with the Environmental Management Act (No. 7 of 2007) and Regulation 21 of the EIA Regulations, of the ECC application for exploration activities in offshore Blocks 2112B and 2212A.
The proposed project is currently under the ESIA phase. The ECC application has been submitted to the Ministry of Industrialisation, Mines and Energy (MIME), and the project has been registered on the Ministry of Environment, Forestry and Tourism (MEFT) online application portal (MET Ref: 250402005584).
To this end, an ESIA Report and Non-Technical Summary (NTS) have been prepared in accordance with the requirements of the Environmental Management Act of 2007 and the EIA Regulations of 2012. The draft ESIA Report and NTS will be available for public review from 1 October 2025 to 11 of November (on this project website, by request via email, or hard copies available at the Walvis Bay Municipality and Kuisebmond Library). A public meeting for Interested and/or Affected Parties (I&APs) will be held on 9 October 2025 at Protea Hotel Walvis Bay Indongo as part of the final round of consultation before submission of the ESIA to the Competent Authority.
