Copenhagen Accord: Transparency, Mitigation, Finance (COP 15)
Obama press conference right now – will write more later, but for now:
- Agreement not legally binding
- Each nation will be putting concrete emissions reductions into an appendix
- Emissions targets will not – by themselves – be sufficient to get to where we need to be by 2050
- The science dictates that even more needs to be done, and ultimately, this issue needs to be dictated by the science
- Whatever it is that we (the US) promise, we have to be able to deliver it, we cannot turn on a dime
- This is going to be hard; it’s hard within countries, and it will be hard between countries
Obama departs for US, leaves the issue of targets to be thrashed out by negotiators, signature not necessary because it’s not legally binding.
